"The Spanish Constitution of 1821, also called La Pepa, was promulgated by the General Cortes of Spain on 19 March 1812 in Cádiz ... Officially it was in force from its promulgation until March 19, 1814 when Fernando VII returned to Spain. In that it was one of the most liberal constitutions of its time, Fernando VII, barely returned from his captivity in 1814, abrogated it because of the absolutist nature of his regime; we point out that this constitution established, for the first time, universal male suffrage, national sovereignty, a constitutional monarchy, the separation of powers, freedom of the press, distributed land, provided for free trade, and, above all, established colonial equality with peninsular provinces and representation in the Cortes."--Librería de Antaño, bookseller
