President Harry S. Truman discusses the relationship between civil defense and his administration's foreign policy in an address to the Civilian Defense Conference of National Organizations at the Statler Hotel in Washington, D.C.. Truman argues that the organization and cooperation found in civil defense is imperative in the case of an atomic attack from the Soviet Union, but seeks to show that his administration's foreign policy is aimed at negating the possibility of such an attack. Truman explains that peace "requires justice and fair dealings among nations," a goal which the United Nations is designed to fulfill but which has been threatened by communist aggression in Asia. He expounds on the importance of repudiating communist aggression, particularly in Korea, but argues that expanding the scope of military action from Korea to China would trigger a chain of events isolating the United State and exposing Europe to the possibility of a Soviet invasion. Truman stresses that continuing to check communist aggression exposes the futility of the communist program and will eventually lead to a lasting global peace.
