This long-awaited work presents a theory of speech-sound generation in the human vocal system. The comprehensive acoustic theory serves as one basis for defining categories of speech sounds used to form distinctions between words in languages. The author begins with a review of the anatomy and physiology of speech production, then covers source mechanisms, the vocal tract as an acoustic filter, relevant aspects of auditory psychophysics and physiology, and phonological representations. In the remaining chapters he presents a detailed examination of vowels, consonants, and the influence of context on speech sound production. Although he focuses mainly on the sounds of English, he touches briefly on sounds in other languages

The spectral and temporal characteristics of American English vowel and consonant sounds in a variety of phonetic contexts are examined and compared with data reported in the literature. Spectrograms and sampled spectra (obtained from an analog filter bank connected to a digital computer) were assembled for a number of monosyllabic and bisyllabic utterances generated by three talkers, and a variety of measurements were made from these displays. The characteristics examined include durations of vowels, durations of various phases of consonants in prestressed and poststressed positions and in clusters, spectra of vowels and diphthongs and their variation with time, spectra of consonants during constricted intervals, and time-variation of spectra during the release of consonants. The aim of the study is not to present an exhaustive acoustic-phonetic description of American English speech sounds but rather to indicate the kinds of acoustic properties that need to be utilized in schemes for machine recognition of speech. The report summarizes research on speech generation, speech analysis, and speech perception. The work on speech analysis and production includes study of airflow measurements during speech production, cineradiographic observations of the speech mechanism, acoustic analysis of constant and vowel sounds in various contexts, and acoustic studies of the utterances of children at various stages in language development. Research on speech perception included experiments on the identification and discrimination of vowels, analysis of consonant confusions in short-term memory, the perception of dichotically alternated clicks, visual perception of speech stimuli, and perception of certain consonant-vowel utterances by children. Activities also involved the development of a flexible facility for speech research, consisting of a medium-sized general-purpose digital computer and a number of peripheral components. (Author)
The Beginnings of Rural School Networking in New Zealand Some Educational and Policy Issues by Kenneth N Stevens( Book )

This paper describes two pilot programs that are developing networks among rural New Zealand schools to address the educational isolation of students. A program located in the South Island consists of a consortium of six small rural high schools using distance education technology to offer an expanded curriculum to rural students. The goal of the program is to overcome difficulties associated with small school size and reduce costs. The other program is located in the North Island and involves the linking of a large rural high school library software and CD-ROM facilities to 24 elementary schools. The high school also has access to the Internet via a link to a regional polytechnic center. Although these two networks are at an early stage of development, there are a number of emerging educational and policy issues that must be addressed: (1) rural schools' application of technology in extending curriculum at the secondary level and assessing learning outcomes; (2) learning needs of particular student groups; (3) participation of rural students in tertiary educational institutions and professional occupations as compared to their urban counterparts; (4) student and parent attitudes concerning the use of technology in reducing educational isolation; and (5) professional development needs of teachers.
