This study, jointly conducted by the Right to Protection (HIAS Ukraine) and the Brookings-LSE Project on Internal Displacement, seeks to use the 12 benchmarks of the Framework for National Responsibility to assess the Ukrainian government's response to the growing number of IDPs in the country. The study is intended to provide guidance to the government and its supporters to respond to the challenges of IDPs, both in the emergency phase and in the longer-term. And unfortunately experience suggests that displacement is likely to become long-term
