Finnish economic history during the "long" 20th century, with a special emphasis on policies for equity and growth, is reviewed. IT is argued that Finland developed from a poor, vulnerable and conflict-prone country to a modern economy in part through policies geared at both growth and equity, such as land reform and compulsory schooling. The state participated in economic activity both indirectly and directly in the post-war period, implementing many social policy reforms that facilitated the functioning of the labor market and led to greater equity. Centralized collective bargaining was just one of the many means through which central government intervened in the economy. Both the long-run growth record and the equality of different kinds of economic outcomes are fairly positive. This suggests that facilitating economic growth through such policies that further more equitable outcomes may at least in the case of Finland have met with some success

The Nordic countries are often bundled together, as representatives of a 'model' which combines high living standards and an open market economy with social insurance and ambitious public services. Yet, the economic and political development of Denmark, Finland, Norway and Sweden towards this model has taken quite different roads. Sweden's economic development from the late nineteenth century onwards can be seen as a rather spontaneous industrial breakthrough, whereas the state has in both Norway and Finland assumed a more active and interventionist role in mobilizing resources and managing natural endowments. However, the four countries are quite similar in their acceptance of the market economy, technical progress and economic openness, coupled with a pursuit of equality and a state that has alleviated resistance to change by signalling a will to share the gains and losses due to structural change. -- Nordic economic development

"This paper studies gender differences in the allocation of workers across jobs of different complexity using panel data on Finnish metalworkers. These data provide a measure for the complexity of the workers' tasks that can be used to construct a complexity ladder of jobs. We study whether women have to meet higher productivity requirements than men in order to be assigned to more complex tasks. Gender differences in the promotion rates are examined. We use productivity measures that are based on the supervisors' performance evaluations and examine gender differences in the productivity of promoted and non-promoted workers. It is found that women start their careers in less complex tasks than men and that they are also less likely to get promoted than men who start in similar tasks. When we compare the productivity of men and women, both at the initial assignment and when some of these individuals have been promoted, we find that there is no gender-related productivity differential at the time of the initial assignment, but women become on average more productive than men afterwards, both in promoted and non-promoted subsets. This paper reviews Finland's growth strategy in the postwar decades. Finland was able to initiate an impressive mobilization of resources during this period, reflected mostly in a high rate of capital accumulation for manufacturing industries. This was achieved by an unorthodox combination of dirigiste means and a basic commitment to upholding the market economy. The state acted as a net saver, and credit was rationed to productive investment outlays. This policy package may have been boosted by the country's precarious international position during the cold war, so that an economic failure would have been very risky indeed.
