The First Nations/Métis/Inuit mobility study presents data based on 1,350 interviews with persons who have recently moved to Winnipeg, Man. The objective of the interviews was to examine the mobility process from two perspectives: the initial move into the city and the reasons why, and the subsequent pattern of movement within the city once persons remained. The research also assessed the pattern of service use during this period to better understand the needs of persons as they adjusted to living in Winnipeg. The First Nations Casino Project (FNCP) was initiated in Manitoba to support economic development opportunities including job creation, capital project development, training, and hospitality-related industries. This is the report of a joint Aboriginal/provincial committee formed to review & evaluate the FNCP; to identify policy gaps & areas of concern; and to seek solutions to overcome the identified concerns & problem areas. The report begins with background on the history of the FNCP, the current state of First Nations casino development in Manitoba, and the jurisdictional & legislative framework related to gaming. It then outlines the work of the review committee, which included stakeholder consultations and research on Aboriginal gaming in other provinces. Review findings are presented under three broad aspects of the FNCP: the project selection committee process & outcome; the legislative & regulatory framework; and financial & business factors. Finally, recommendations are made to address the issues of concern. Appendices include a summary of First Nations casino gaming activities & responsibilities in other provinces

Presents the results of a qualitative research project undertaken with urban Aboriginal people in Winnipeg who are from the Dakota Nations of Southern Manitoba and the Dene peoples from Northern Manitoba. The Dakota/Lakota/Nakota people are often referred to as the Tatanka Oyate or Buffalo People/Buffalo Nation. The Dene people, also known as the Caribou People, are the Northlands Denesuline and the Sayisi Dene. Interviews were conducted to identify the Quality of Life Indicators (QOL) of participants. Both groups have relativey small populations, so quota sampling was used to identify participants. Most participants were from Sioux Valley or Sayisi Dene. Many supports and challenges were identified leading to a better understanding of the mobility experiences of First Nations people who relocate to Winnipeg from living on-reserve
