Constitution for a future country by Martin J Bailey( Book )

7 editions published in 2001 in English and held by 187 WorldCat member libraries worldwide

This book offers ways to overcome problems that arise because voters, politicians and bureaucrats pursue selfish interests rather than the general interest in their political behaviour. It combines previously published ideas about charging people the costs of their political actions and selling insurance against unfavourable political outcomes, with new ideas about competing legislatures and incentives for generating efficient political outcomes. The book includes new theorems about the mechanisms that are discussed, as well as a proposed constitution and its rationale

Marginal cost pricing and eminent domain by Florenz Plassmann( Book )

4 editions published in 2011 in English and held by 4 WorldCat member libraries worldwide

There are three separate strands of literature in economics that are related to the efficiency of takings under eminent domain: one addresses the question of optimal compensation for properties that are taken, the second inquires how governments might learn the values of properties that they consider taking, while the third analyzes solutions to the problem of land assembly. This essay reviews these strands of literature and argues that the principle of marginal cost pricing can be used as a unifying principle for integrating them

Evaluation of Statistics for Detection of Cheating on Multiple-Choice Tests by Robert B Frary( Book )

1 edition published in 1976 in English and held by 2 WorldCat member libraries worldwide

The development of an index reflecting the probability that the observed correspondence between multiple choice test responses of two examinees was due to chance in the absence of copying was previously reported. The present paper reports the implementation of a statistic requiring less restrictive underlying assumptions but more computation time and a related Bayesian procedure designed to adjust the standard error estimates to counteract the effect of the presence of a substantial proportion of cheaters in a sample. The Bayesian adjustment did reduce the bias; however, the original index appears to be the most accurate and least expensive in terms of processing cost. With either method, results suggest that cheaters may be conclusively identified when they copy more than 50 percent of their answers from anyone answering less than 90 percent of test items correctly.
