In 1965, Tunisia's real GDP per capita was 645 Tunisian dinars (TD). Twenty years later, it rose to TD 1,285 (about double its level in 1965). In 2005, Tunisia increased its per capita real GDP to TD 2,480. While this may seem to be a substantial increase in income over four decades, it pales compared to Tunisia's achievements in other aspects of human development, particularly in education, health and gender equality. Indeed, Tunisia's achievements in these areas are remarkable. Baliamoune-Lutz undertook an analysis of Tunisia's path to development and concluded that "Tunisia's development strategy has relied primarily on diversifying its production, expanding the trade sector (both in terms of the size of its share and in terms of trade diversification), and human development--with a special emphasis on gender equality" (Baliamoune-Lutz, 2009a, p. 15). The empowerment of women, in particular, seems to have contributed significantly to raising the level of human development in the country

We examine how institutional and policy reforms affect the relationship between entrepreneurship and growth. We perform Arellano-Bond GMM estimations on annual data (over the period 1990-2002) from a large group of developing countries and focus in particular on the interplay between policy and institutional reforms and entrepreneurship. We find that the joint effect of trade reform and entrepreneurship on growth is negative, suggesting that trade reform diminishes the positive effects of entrepreneurial ability on growth, while the joint effect of financial sector reform and entrepreneurship has a non-linear impact on growth. Financial sector reforms enhance the growth effect of entrepreneurship at initial levels and diminish it at high levels of reform. In addition, we find that the interplay of institutional reform and entrepreneurship does not seem to matter for the growth effects of entrepreneurship. -- growth ; entrepreneurship ; institutions ; policy reform

Tunisia's recent growth and development performance relative to countries in its region, and relative to countries at similar levels of development in other parts of the world, particularly in Sub-Saharan Africa, have been notable. An analysis of Tunisia's path to development reveals that the country's development strategy relied primarily on diversifying its production and trade and enhancing its human capital with emphasis on women's empowerment. Family planning programmes that have caused fertility to decline significantly are a hallmark of Tunisia's development strategy. In this paper, we address the question of whether official development assistance promotes gender equality in the Middle East and North Africa region by examining the effects of aid to Women's Equality Organizations and Institutions on women's political empowerment, measured by the proportion of seats held by women in national parliaments. We use panel data (covering the period 2002-10) from 13 Middle East and North African countries and control for several relevant variables, including secondary school enrolments, adult fertility rates, autocracy, and official development assistance targeting family planning and reproductive health. The econometric results suggest that official development assistance ... to women' equality organizations and institutions is effective in increasing women's political empowerment. We find that autocracy exerts a negative influence on women's political empowerment. In addition, higher adolescent fertility rates are found to be associated with smaller proportion of seats held by women in national parliaments. We comment on the policy implications of the main findings

We examine the impact of institutional quality and social capital on aid effectiveness. We find strong evidence that social capital and institutions enhance aid effectiveness. Moreover, once we account for the role of social capital and institutions, the impact of policies tend to disappear. These findings have important policy implications as they indicate that conditioning aid allocation on "good policies" may not lead to an optimal (or fair) allocation of aid, as countries with high social capital at the macro level could actually make good use of aid regardless of the quality of policy. This casts doubt on the conclusions in Burnside and Dollar (2000) and the policy lessons derived from their findings. -- aid effectiveness ; social capital ; institutions, growth
