"New Orleans' public school system has been in serious financial troubles for years. Orleanians are notorious for their reluctance to pay taxes and for their poor support of public schols [sic]. In the spring of 1978, however, polls indicated that voters were willing to pay more taxes to support the schools, and the school board faced a teachers' strike in the fall unless it could find a way to fund pay raises. The board chose to go for a one-cent sales tax, which required voter approval in a city-wide referendum. The state constitution permits such a referendum but only with the approval of the state legislature. 'Three for the Money' is the story of the board's attempt to win that legislative approval in the summer of 1978. ... It was a three-way fight ... among the school board, the city administration and the parochial schools, with the general public excluded. ... The failure of the referendum bill contributed to the ill that provoked the strike, and we wanted to show the citizens of the city how their leaders' incompetence and petty political squabbles, as well as the parochial schools' greed for public funds, had led the school board and teachers to an impasse."--1978 Peabody Awards entry form excerpt.
