In response to enormous pressures to economize, the Department of Defense has set out to reform the logistics and acquisition system. One of the options being considered is to centralize acquisitions in order to reduce overhead, improve management, eliminate duplication, increase economies of scale, and tighten controls to minimize cost growth and schedule slippage. This issue paper explores the idea through a summary of the history of the U.S. acquisition reform, a review of the centralized acquisition bureaucracies of some U.S. allies, and a discussion of current management theory and industry practice and how they might apply to defense acquisition. The authors suggest that instead of being centralized, the acquisition system should be reformed to encourage self-managed teamwork, efficient information technologies, flatter internal organizations, and integrated external networks of responsive suppliers

Novel processing and searching tools for the management of new multimedia documents have developed. Multimedia Information Retrieval (MIR) is an organic system made up of Text Retrieval (TR); Visual Retrieval (VR); Video Retrieval (VDR); and Audio Retrieval (AR) systems. So that each type of digital document may be analysed and searched by the elements of language appropriate to its nature, search criteria must be extended. Such an approach is known as the Content Based Information Retrieval (CBIR), and is the core of MIR. With the transition to lower U.S. military force levels, near-term reductions in defense procurement seem inevitable. Budget pressures will dictate not only that smaller quantities of individual weapon systems be acquired but also that many long-enduring production lines be shut down. In addition, production lines of new weapon systems may well be dismanfled soon after the initial production runs are complete. At the same time, the United States must maintain a capability to respond to regional conflicts that threaten U.S. interests and to reconstitute its forces in the event of extended conflicts. Indeed, reconstitution is one of the four foundations of the new national military strategy enunciated by President George Bush in 1990. In this report, we examine one promising reconstitution option: activating the industrial base to produce major weapon systems whose production lines have been shut down. This report examines the following major production-restart issues: cost and schedule relative to those of new programs, measures to ameliorate the problems of restart, criteria for selecting restart candidates, and alternative reconstitution strategies. The specific questions we set out to answer and the conclusions we reached are as follows

There is a widespread belief that in the future some military threats might be quite different from those of the recent past-requiring a response by innovative system and employment concepts. Our present weapon-system acquisition process was designed for a different environment than the one that exists today and seems ill suited to meet demands posed by the apparent expansion of unconventional and asymmetric threats. In response to this new environment, recent calls for reform have placed special emphasis on the need for an acquisition process that is better able to satisfy the need for truly innovative system concepts. We outline a suggested acquisition strategy, process, and organization that would operate in conjunction with the present process, and that is specially designed for effective development of novel and more risky system concepts. We describe this strategy in enough detail to identify its key elements, suggesting how it could work and why we believe it would provide needed capabilities not present in our current acquisition process
The U.S. aircraft carrier industrial base : force structure, cost, schedule, and technology issues for CVN 77 by United States( )

This report documents the methods and findings of RAND research on the adequacy of the defense industrial base to support further construction of aircraft carriers and on the cost, schedule, and technology issues associated with building the next carrier, designated CVN 77. If the current carrier force size of 12 ships is to be maintained and if a decay in the quality of basic capabilities is to be avoided, CVN 77 cannot be started more than a year or so beyond the currently planned date of 2002. The earlier CVN is started, the less it will cost. Increasing the build duration from the planned 6.5 years to 8.5 years will also reduce costs. However, timing should not greatly affect the survival of suppliers of carrier components. The report recommends beginning ship fabrication before 2002 (which could save hundreds of millions of dollars); ordering contractor-furnished equipment in advance of shipyard start (a savings of tens of millions); and investment in R & D directed toward adapting production processes and engineering improvements that could reduce the cost of carrier construction, operation and maintenance, and manning. In fact, the costs involved in building and operating carriers are so huge that the Navy should consider establishing a stable annual R & D funding level for these ships.
