Traces Saly Mayer's contradictory life and activities, emphasizing the fact that no other Swiss citizen did as much for persecuted Jews during the Nazi period. However, Mayer collaborated closely with the anti-Jewish Police Chief Heinrich Rothmund, whose policies against the "Verjudung" of Switzerland he supported. Mayer, who officiated as president of the Schweizerischer Israelitischer Gemeindebund (SIG) until his forced retirement in 1943, refused to work with political opposers of the restrictive immigration policies, and prevented information on the annihilation of European Jewry from reaching politicians. Attributes SIG's tough attitude to the financial problems of the Jewish community, which was overburdened, and to the prevalent aversion to "Ostjuden", who constituted a significant part of the refugees. Mayer also represented the JDC (American Jewish Joint Distribution Committee), in the frame of which he undertook negotiations with the SS in August 1944, through Colonel Kurt Becher, Himmler's confidant. Mayer offered Himmler five million dollars if Germany would stop its anti-Jewish policies and the deportation of all Jews, not only Hungarian Jews. Although Mayer's actions probably contributed to the rescue of Budapest's Jews from deportation, his detractors claim that he was responsible for the death of thousands of other Jews, e.g. of those who were not allowed to enter Switzerland
