Abstract: Southern African institutions involved in disaster management face two major new threats: the HIV/AIDS pandemic (eroding organizational capacity and increasing vulnerability of the population), and climate change (higher risk of extreme events and disasters). Analyzing the combined effects of these two threats on six disaster-related institutions in Malawi, the authors find evidence of a growing gap between demand for their services and capacity to satisfy that demand. HIV/AIDS leads to staff attrition, high vacancy rates, absenteeism, increased workload and other negative effects enhanced by human resources policies and financial limitations. Many necessary tasks cannot be carried out adequately with constraints such as the 42 percent vacancy rate in the Department of Poverty and Disaster Management Affairs, or the reduction of rainfall stations operated by the Meteorological Service from over 800 in 1988 to just 135 in 2006. The authors highlight implications of declining organizational capacity for climate change adaptation, and formulate recommendations

Climate variability poses a severe threat to subsistence farmers in southern Africa. Two different approaches have emerged in recent years to address these threats: the use of seasonal precipitation forecasts for risk reduction (for example, choosing seed varieties that can perform well for expected rainfall conditions), and the use of innovative financial instruments for risk sharing (for example, index-based weather insurance bundled to microcredit for agricultural inputs). So far these two approaches have remained entirely separated. This paper explores the integration of seasonal forecasts into an ongoing pilot insurance scheme for smallholder farmers in Malawi. The authors propose a model that adjusts the amount of high-yield agricultural inputs given to farmers to favorable or unfavorable rainfall conditions expected for the season. Simulation results - combining climatic, agricultural, and financial models - indicate that this approach substantially increases production in La Ni??a years (when droughts are very unlikely for the study area), and reduces losses in El Ni??o years (when insufficient rainfall often damages crops). Cumulative gross revenues are more than twice as large for the proposed scheme, given modeling assumptions. The resulting accumulation of wealth can reduce long-term vulnerability to drought for participating farmers. Conclusions highlight the potential of this approach for adaptation to climate variability and change in southern Africa

Hablar de responsabilidad es, a la vez, de los asuntos más sencillos y más complejos que existen. Todos podemos decir algo al respecto y, sin embargo, cuando nos proponemos dar detalles sobre el significado de este elusivo término o sobre sus alcances, la cuestión comienza a complicarse. La primera dificultad se presenta al intentar hallar una definición precisa de responsabilidad, lo que de inmediato lleva a reconocer que existen distintos tipos responsabilidad y de ópticas para evaluar el tema: responsabilidad jurídica, responsabilidad moral, responsabilidad básica o agencial. Pero existen otros obstáculos y son las propias alternativas consideradas, todas convincentes desde su punto de vista, las que nos enfrentan a una perplejidad adicional. Si por un lado parecemos aceptar sin reparos la afianzada intuición moral que nos dice que nadie debería ser responsabilizado por un mal cuya ocurrencia no deriva de una acción incorrecta de su parte, cómo explicar, por el otro, que los resultados perjudiciales en definitiva ocurridos efectivamente modifican la evaluación que hacemos de la conducta de los individuos. Los textos que se publican en este volumen, así como su ensayo introductorio, se ocupan de analizar los fundamentos filosóficos de la responsabilidad jurídica desde tres perspectivas diferentes, que de algún modo representan respuestas alternativas al dilema identificado. El trabajo de David G. Owen se alinea con las formulaciones que encuentran la base de la responsabilidad en la posibilidad de reprochar la conducta del agente que es causa de perjuicios a otras personas, conocidas en derecho como responsabilidad subjetiva o por culpa. El artículo de Christopher H. Schroeder es central dentro de las teorías para las cuales la responsabilidad debe derivarse de la sola creación de riesgos de daños, con independencia de si los potenciales perjuicios se materializan luego o no, y que por ello conciben tanto a la relación causal como a los daños a ser reparados de modo probabilístico. El artículo de Anthony Honoré es un texto clásico dentro de las visiones que postulan que el fundamento de la responsabilidad radica en la simple causación de daños a terceros con independencia de lo reprochable o riesgoso de la conducta que les de origen y que se denomina responsabilidad objetiva o estricta en derecho
