On 3 April 2009, the President of the Human Rights Council established the United Nations Fact Finding Mission on the Gaza Conflict with the mandate "to investigate all violations of international human rights law and international humanitarian law that might have been committed at any time in the context of the military operations that were conducted in Gaza during the period from 27 December 2008 and 18 January 2009, whether before, during or after." The Mission interpreted the mandate as requiring it to place the civilian population of the region at the center of its concerns regarding the violations of international law, and determined that it was required to consider any actions by all parties that might have constituted violations of international human rights law or international humanitarian law, and to review related actions in the entire Occupied Palestinian Territory and Israel

The Commission of Inquiry undertook its investigation in accordance with Human Rights Council resolution 26/24. Although the Commission was unable to visit Eritrea, it obtained first-hand testimony by conducting 550 confidential interviews with witnesses residing in third countries. It also received 160 written submissions. On the basis of this body of evidence, the Commission found that systematic, widespread and gross human rights violations have been and are being committed in Eritrea under the authority of the Government. Some of these violations may constitute crimes against humanity. In the present report, the Commission shows how the initial promises of democracy and rule of law, incarnated in the never-implemented Constitution of 1997, were progressively suppressed and then extinguished by the Government. It details how the Government has created and sustained repressive systems to control, silence and isolate individuals in the country, depriving them of their fundamental freedoms. Information collected on people's activities, their supposed intentions and even conjectured thoughts are used to rule through fear in a country where individuals are routinely arbitrarily arrested and detained, tortured, disappeared or extrajudicially executed. The Commission also describes how, on the pretext of defending the integrity of the State and ensuring its self-sufficiency, Eritreans are subject to systems of national service and forced labour that effectively abuse, exploit and enslave them for indefinite periods of time

The situation of human rights in the Syrian Arab Republic has deteriorated significantly since 15 February 2012. Armed violence increased in intensity and spread to areas. Active hostilities raged between Government forces (and the Shabbiha) and anti-Government armed groups. Sporadic clashes between the armed actors evolved into continuous combat, involving more brutal tactics and new military capabilities on both sides. The level of armed violence varied throughout the country. During the reporting period, the commission of inquiry determined that the intensity and duration of the conflict, combined with the increased organizational capabilities of anti- Government armed groups, had met the legal threshold for a non-international armed conflict. The commission found reasonable grounds to believe that Government forces and the Shabbiha had committed the crimes against humanity of murder and of torture, war crimes and gross violations of international human rights law and international humanitarian law, including unlawful killing, torture, arbitrary arrest and detention, sexual violence, indiscriminate attack, pillaging and destruction of property. The commission found reasonable grounds to believe that war crimes, including murder, extrajudicial execution and torture, had been perpetrated by organized anti-Government armed groups. The commission is unaware of efforts meeting international standards made by either the Government or anti-Government armed groups to prevent or punish the crimes documented in the present report
