To analyse the local autonomy permit to measure the process at work in the movement of decentralization that reorganize in France since 10 years the relations between the state and local collectivities. The evolution of these relationships can be observed in the prospect of the social change and the appearence of regulation's new forms. Instituted actors of local circle, territorial collectivities are taking their places at the turning point of relationship between the public sphere and the private sphere. They find there the origin of their autonomy. The decentralization sanction by institutional measures these evolutions and allow to local collectivities new modes of action. The study of one local innovating policy - here universitary delocalization's policy engaged since the 1980s - permit to understand how local autonomy is constructed now. At each policy engaged, local actors affirm their capacity to act and are conducted to define new r les of game that overpass traditional forms of the public action based on a rigid relationship between the state center and local peripheries. It appears then a concurrence, conflict and competition's game where the choice of partners is an essential factor of autonomy in the local political space

At the end of the eighties, elected officials of the french average cities invest their institution in university public policies. In France, this strange marriage between middle size towns and University is revealing a process of vulgarization of local governance process (Govern by action). Three grounds were selected: La Rochelle in the west, Albi and Rodez in south-west. The first part reconstitutes the history of university local policies. The second part proposes a comparative analysis. The local public actors are three times put to the test: from the point of view of their territorial legitimacy, in their capacity to build varied alliances and "territorialize" their policy. A pragmatic model of territorialized governance is finally established. It supposes to consider that to govern a city the local governance imply an organisational capacity (governance, urban regimes) and an adaptative capacity with territorialized public problems

This PhD dissertation answers the double issue of: 1) how the main EU policy device regarding research, known as the Research and Technological Development Framework-Programme (FP), influences the scientific practices of its users; and 2) how the scientists weight on the actual contents of this policy. The question therefore is: through what processes does a European research project come to reality? The proposed answer is based on interviews, archives, semi-quantitative treatment of emails and in-situ observations of a EU research project called EA-Biofilms, funded through the sixth FP. The outline of the demonstration follows the chronology of this project. Its emergence is institutionally structured, upstream, by the political construction of the FP (Chapter 1) and of the research funding market the FP encompasses (Chapter 2). The cooperation can then be seen crystallizing, first, around an object that federates the involved scientists (Chapter 3) and, second, around a contract between the EU administration and the research consortium (Chapter 4). The implementation of the project is then scrutinized through the study of the cooperation devices that are used to steer the project (Chapter 5), and of the ways the coordination tools frame actual scientific work (Chapter 6). The various mechanisms which bring a EU research project to reality thus rely on devices - for selection, quality or insurance - and objects - scientific, contractual or technical - which both oil and frame the interactions between actors

Les grands projets urbains sont devenus des éléments indispensables des stratégies de développement local, dans un contexte de compétition entre les territoires. Leur pilotage nécessite souvent une remise en question des formes organisationnelles convenues de l'action publique. Ainsi, le programme Constellation, opération toulousaine réunissant une zone industrielle et deux éco-quartiers, a été l'occasion de ré-instruire les connaissances et les pratiques urbaines locales. Ce processus se matérialise dans des instruments d'action délibérément mobilisés pour domestiquer l'incertitude générée par la mise à distance du fonctionnement traditionnel du système de fabrication de la ville. Ces instruments, qui peuvent être des chartes, des équipes-projets, des procédures de désignation d'urbanistes ou d'architectes, des normes qualité ou des bases-vie de chantier, mobilisent de nouveaux acteurs et de nouvelles formes managériales. Les usagers leur attribuent une capacité à transformer la culture du projet urbain. Cette thèse vise à comprendre comment les acteurs instrumentent leur action en situation d'incertitude. Elle montre que l'action instrumentée active quatre types de médiation, pragmatique, épistémique, interactive et symbolique, dont les combinaisons produisent quatre mécanismes de confinement des problèmes : la socialisation et la communalisation, la sélection et la socialisation. L'ensemble rend compte d'une politisation de l'action, dans la mesure où les instruments transforment la nature des échanges, passant d'échanges économiques à des échanges politiques

This thesis shows how a local educational policy emerges from composite services which crossed several policies (extracurricular, leisure, socio-family, political action of the city). However, its origin is a rather technical device. Initiated by the State in 1998, the Local Educational Contract must rationalize the animations suggested with public old from 3 to 18 years (CLAE, CLSH), then to coordinate the interventions of the multiple actors taking part in it (School inspectorate, CAF, decentralized services of Youth and Sports, local authorities, associations). At the most, it intends to organize the spaces left by the school and those conquered by the local authorities. However, such a contract does not invite only to articulate again sectoral diaries. It brings into play the capacity of the partners to control the construction of the local educational problems, calling for public undertaking. From this point of view, the analysis of the preliminary territorial diagnosis underlines two transformations, affecting at the same time the social intervention and the local forms of government. Initially, the social workers and the implied organizers formalized an "educational" work, convened beforehand by local decision makers anxious to develop preventive actions. Instead of " watching for ", it implies " to take care on " the development of the youthful aptitudes to put itself in project, to contain oneself, and to operate a work on oneself. Untied from politico-institutional executives, this administration of the wellbeing is in close touch with the situations and escapes from a direct control. The "return on the policy" is thus considerable. In this particular context, the government coalition should not only structure and control the negotiations. It must also integrate these places where the definition of an educational field takes place. From simple partenarial framework, this diagnosis becomes a political arena, in which each one intends to have a hold on the institutionalization of this emergent sector. From this point of view, the case of Toulouse lights another facet of the local government, as it is spread in a context of territorial public action. Far from " No man' s land " too often underlined, on these eroded zones, rise up political forms which, although unexpected, should be taken seriously

This study focuses on the legalization process of schools created by migrant workers of rural origin in order to educate their children. Unlike researchers who have tried so far to give a factual explanation of the phenomenon, we aim to take this case as a laboratory to shed a light on the following question: how do private initiatives emerge to become projects embodying a common good and how does the common good evolve into a public good and reform the governance of the City? Morebriefly, we want to clarify the role of the person in social change. Our research seeks to demonstrate what is actually happening in China, in particular the dynamic role of private initiatives in the political and institutional evolutions of this country, taking as example directors of schools for migrant children. On the theoretical side, the study was conducted to test a socioanthropological theory of the person, beyond the usual dichotomy between the individual and the collectivity, and see how the person, with his or her instituant and ethical capacities, participate in the emergence and construction of the public good and the evolution of the City

Starting from the premise of a process creating of universities and research centers but also of the comprehension of the public action, this thesis answers the question of knowing, how is structuring and building today the system of higher education and research in Senegal. This process takes into account the system integration in the global context of transformation of knowledge, of universities and of research.Basing on comprehensive approach - through targeted interviews, of direct observations and analysis of reference documents -, the thesis shows that the dynamic of construction is based on three essential dimensions: the institutional or colonial heritage, the cultural heritage and the market logic. The market logic allows the displacement of the borders while introducing a porosity of spaces standardization, of certification and regulations.This thesis shows, through the transformation of the system subjected to different stress levels and varied, that this dynamic of construction is based on a dual logic, that of "reasoned dissociation", which allows the articulation of three dimensions and which gives a peculiarity to the Senegalese higher education and research system
