Of all the groups surveyed by the FRA, the Roma emerged as the group most vulnerable to discrimination and crime. The FRA has therefore analyzed their situation in a 'data in focus' report, the first in a series of reports on minority groups and issues covered by the survey. The report on the Roma reveals a bleak picture for the estimated 12 million Roma in the EU. Roma reported the highest overall levels of discrimination across all areas surveyed. 66-92% of Roma (depending on the country) did not report their most recent experience of discrimination to any competent authority. 65-100% of the Roma respondents reported lack of confidence in law enforcement and justice structures.--Publisher's description

"Violence against women undermines women's core fundamental rights such as dignity, access to justice and gender equality. For example, one in three women has experienced physical and/or sexual violence since the age of 15; one in five women has experienced stalking; every second woman has been confronted with one or more forms of sexual harassment. What emerges is a picture of extensive abuse that affects many women's lives but is systematically underreported to the authorities. The scale of violence against women is therefore not reflected by official data. This FRA survey is the first of its kind on violence against women across the 28 Member States of the European Union (EU). It is based on interviews with 42,000 women across the EU, who were asked about their experiences of physical, sexual and psychological violence, including incidents of intimate partner violence ('domestic violence'). The survey also included questions on stalking, sexual harassment, and the role played by new technologies in women's experiences of abuse. In addition, it asked about their experiences of violence in childhood. Based on the detailed findings, FRA suggests courses of action in different areas that are touched by violence against women and go beyond the narrow confines of criminal law, ranging from employment and health to the medium of new technologies."--Editor

The holocaust has rightfully become an integral part of the collective cultural memory of Europe and the world. This report outlines the findings of the first EU-wide research on the role of holocaust-related sites and exhibitions in educating young Europeans about the holocaust and human rights. With the research, the European Union Agency for Fundamental Rights (FRA) brings the two fields of holocaust education and human rights education together and suggests how the merging of the two could develop into a new knowledge of past and present. The report highlights that attempts to expand knowledge of human rights and to establish links between holocaust education and human rights education need a broader focus than the memorial sites or museums can offer. Much of the work on linking holocaust education and human rights education needs to be accomplished in schools. This requires teachers to have opportunities to gain a better understanding of human rights education, and human rights education to be better integrated into school curricula in the EU. With 80 % of Roma surveyed living below their country’s at-risk-of-poverty threshold, every third Roma living in housing without tap water, every third Roma child going to bed hungry at least once a month, and Roma children lagging behind their non-Roma peers in education, this report underscores an unsettling but unavoidable reality: the European Union’s largest ethnic minority continues to face discrimination and unequal access to various vital services. Highlighting persisting barriers to employment, education, housing and health services, this report also reveals that four out of 10 Roma surveyed felt discriminated against at least once in the past five years - yet only a fraction pursued the incident. While sobering, this report presents vital information that can serve as a unique resource for policymakers committed to ensuring that Roma are treated equally with respect to their fundamental rights. The report is based on a survey that collected information on almost 34,000 persons living in Roma households in nine European Union (EU) Member States, derived from nearly 8,000 face-to-face interviews with Roma. It presents a selection of results from FRA’s Second European Union Minorities and Discrimination Survey (EU-MIDIS II), which surveyed around 26,000 people with immigrant or ethnic minority background living in the EU. The European Union Minorities and Discrimination Survey is a major part of the agency’s commitment to collecting and publishing data on groups not covered in general population surveys.
