Ever since 1911, the Solvay Conferences have shaped modern physics. The 24th edition chaired by Bertrand Halperin did not break the tradition. Held in October 2007, it gathered in Brussels many of the leading figures in the "quantum theory of condensed matter", addressing some of the most profound open problems in the field. The proceedings contain the "rapporteur talks" giving a broad overview with unique insights by distinguished renowned scientists. These lectures cover the five sessions treating : mesoscopic and disordered systems; exotic phases and quantum phase transitions in model systems; experimentally realized correlatedelectron materials; quantum Hall systems, and onedimensional systems; systems of ultracold atoms, and advanced computational methods. In the Solvay tradition, the proceedings include also the prepared comments to the rapporteur talks. The discussions among the participants  some of which are quite lively and involving dramatically divergent points of view  have been carefully edited and reproduced in full

Professor Bertrand Halperin of Harvard University lectures on strong magnetic fields which are a powerful tool for exploring the subtle consequences of quantum mechanics for the collective behavior of electrons. A remarkable property of electrons in metallic crystals is the existence of a sharp boundary to the occupied momentumstates, known as the "Fermi Surface", whose geometric shape can vary greatly from one metal to another. Magnetic fields have been used extensively to study the Fermi Surfaces of various metals. More recently, experiments in "two dimensional electron systems" formed by electrons trapped at a semiconductor surface, in strong magnetic fields and low temperatures, have uncovered a series of very surprising phenomena, known as the "Quantum Hall Effects". In this lecture Professor Halperin explains the concepts underlying these experiments and illustrates the results

A recent paper argued that the electrical conductivity arising from thermal hopping between localized states obeys the law ln sigma is proportional to minus ((T sub zero)/T) to the 1/3 power, at low temperatures. That result is found to be based on several unjustified assumptions, however, and the correct temperature dependence is ln sigma is proportional to minus ((T sub zero)/T) to the 1/4 power, as originally proposed by Mott. Theory predicts the existence of some peculiar phases of quantum condensed matter systems, which have multiple degrees of freedom with very low energy, when localized "defects" are introduced. The speaker will focus on a class of these phases where each defect has half of a conventional degree of freedom, and the defects may be considered as sites for localized zeroenergy states of a "Majorana fermion". Such defects would also exhibit the intriguing property of "nonAbelian statistics", that is, if various defects can be moved around each other, or if two identical defects can be interchanged, the result is a unitary transformation on the quantum mechanical state that depends on the order in which operations are performed but is insensitive to many other details. In this talk, the speaker will try to explain these various concepts and discuss the attempts to realize them in condensed matter systems
