Alberta's Office of the Child and Youth Advocate (the "Advocate") is an independent office reporting directly to the Legislature of Alberta, deriving its authority from the Child and Youth Advocate Act. One role of the Advocate is to "investigate systemic issues arising from a serious injury to or the death of a child who was receiving a designated service at the time of the injury or death if, in the opinion of the Advocate, the investigation is warranted or in the public interest". In early summer 2012, Brian (not his real name), a 16 year-old youth, was found deceased in the basement of his kinship care placement. He had taken his own life. At the time of his death, Brian was the subject of a Permanent Guardianship Order. In October 2012, the Advocate advised the Minister of Human Services that an Investigative Review into the circumstances of Brian's death would be conducted

From January to March 2014, the Office of the Child and Youth Advocate (OCYA) met with stakeholders throughout the province to identify systemic issues for a special report related to young people. The number one issue raised in these meetings was the overrepresentation of Aboriginal young people in the child welfare system. This report outlines what has been learned from the OCYA's engagement with hundreds of Aboriginal young people, their families, and others with lived experience with Alberta's child welfare system. The Office of the Child and Youth Advocate represents the rights, interests and viewpoints of children and youth receiving services under the Child, Youth and Family Enhancement Act (CYFEA), Protection of Sexually Exploited Children Act (PSECA) and the Youth Criminal Justice Act. The office provides individual and systemic advocacy, public education, and opportunities for community and youth engagement. The office also offer legal representation for children and youth regarding CYFEA and PSECA matters. To celebrate National Child Day in 2012, the office launched a provincewide art contest to promote the rights of children and youth. Through the theme "We Want to be Heard", young people between the ages of five and 21 were encouraged to submit pieces of art that reflected their feelings about child and youth rights. The office received over 350 submissions, some of which are being showcased in this book.--Includes text from document
