The role of the evaluators as perceived by the users of the evaluation and the procedures for evaluating programs several levels away from students who are to feel the effects of the evaluation are discussed. Appendices include a copy of the Program Objectives Checklist used in the evaluation, a sample evaluation plan, a chart illustrating the various levels of evaluation and common methods of gathering data, and a copy of a form used for compiling evaluation data.
