A system is described as a complex aggregation of components, based on established principles. The study is concerned with what is efficient system development an is it observed in American industry. The intensive historical study of completed system development projects is investigated. The system considered as an example is a microwave relay system for the transmission over long distances, via a chain of relay towers, of telephone conversations and television signals. Its development was complete and its manufacture had begun in 1958. The start of its development as a system can reasonably be dated 1952. The project built up to a peak of about ninety technical persons, and its manpower and other direct costs are roughly estimated at $15,000,000. (Author)

Welfare economics has produced no theorems prescribing Pareto-optimal behavior for public monopolies operating under all the constraints which face the French nationalized industries and departing in their many ways from the smooth, certain world of existing theory. The closest that theorists have come is to obtain rules for some of the important decisions under one of the major current constraints (balanced budgets) when the rest of the economy is perfectly competitive; to approximate even these rules requires calculations infeasible at present. But pricing, investment, and other decisions must be made here and now. The ideal solutions of welfare economics, appropriately touched up to meet the constraints, and approximated to the extent that analytical resources allow, have provided, in the French experience, usable investment and pricing procedures; in at least one major case (the Tarif Vert) there can be little dispute that the result has been an improvement over previous practice. There is hoped that similar improvement in pricing will occur in time in the other industries. With respect of investment choices, there is massive agreement that present-value rankings made for several interesting discount rates are better than any alternative practical procedures; the rankings certainly compare favorable with analyses actually used in the past for investment choices in government water resource development in the US. Had there been a great deal of worrying over the shortcomings of the ideal solutions compared to more realistic secondbest solutions, or over the distributive effects of policy changes, these pricing and investment procedures might never have been developed
Coordination Versus Local Expertise A New View of School District Decentralization by Thomas A Marschak( Book )

This report describes a study that sought to determine how a school district's performance changes if more freedom is given to school sites with regard to budgeting, curriculum, personnel matters, and parent communications, at the same time more of the district's administrative resources are made available for tasks of local expertise, rather than tasks of coordination. The study focuses on a comparison of two California school districts, including one traditional centralized district and one decentralized district. Data for the study were drawn from questionnaires completed by elementary school principals in each district, from unstructured interviews with five principals and key district office personnel from each district, and from an examination of various district office documents. The authors conclude that there is more local autonomy in the decentralized district, but that effective use of this freedom requires individual schools to devote greater effort to certain tasks of local expertise than schools in the centralized district devote.
