Der junge humanistisch gesinnte Lehrer Pabst erfährt am Vorabend des beginnenden Faschismus den in seiner Klasse herrschenden rassistischen Geist am eigenen Leib. Pabst ist Lehrer in einer Hafenstadt am Zusammenfluss von Rhein und Ruhr. Während des Unterrichts muss der dem Humanismus verpflichtete Lehrer mit ansehen, wie seine Schüler zunehmend intoleranter und rassistischer werden. Auch seitens der Schulbehörden kommen Anweisungen zu den neuen Erziehungsidealen der Nation, wie die Vorbereitung auf den Krieg als moralische Aufgabe. Er gerät unter Druck, als Eltern seines Schülers Neumann ihn bei der Schulleitung wegen seiner liberalen Ansichten diskreditieren wollen. Die aufgehetzten Schüler boykottieren seinen Unterricht regelrecht. Ein Ferienlager in den Bergen während der Osterferien soll die Situation entspannen. Als Begleiter wird ein ehemaliger Feldwebel engagiert. Dieser verwandelt das Lager aber zu einer paramilitärischen Ausbildungsstätte für die Jungen. Bei einer Übung stößt der junge Zorn auf ein streunendes Mädchen, das vom Diebstahl lebt, und lässt sich von ihr verführen. Pabst erfährt davon, als er im Tagebuch des Jungen stöbert. Die Ereignisse überschlagen sich, als sein Zeltnachbar Neumann, der von dem undurchsichtigen Traube angestachelt wurde, auch zu dem Mädchen zu gehen, tot aufgefunden wird. Zur großen Überraschung erklärt sich Zorn für schuldig. Es kommt zum Prozess. Die Gerichtsverhandlung gerät zur Farce, die Aussagen der Schüler sind widersprüchlich, und Pabst schockiert mit einem eigenartigen Geständnis... Von da an verschlimmert sich seine Situation, er verliert seinen Posten. Die Welt erscheint ihm immer absurder und er wünscht sich, das Land zu verlassen, in dem 'Diebstahl, Mord und Meineid' herrschen. Überall in der Stadt paradiert und übt schon die militante Jugend, seine einzige Bezugsperson Leopold ist zynisch und fatalistisch geworden. Als schließlich Traube als der wirkliche Täter erhängt aufgefunden wird, ist es für Pabst an der Zeit, das Land zu verlassen, um eine Stelle in Afrika anzunehmen.
