Abstract:

Since 1983-84, transfers to provincial and territorial governments have represented an average of 22 per cent of the federal government's program spending. At the request of a parliamentarian, this report analyzes provincial and territorial entitlementswith respect to the Canada Health Transfer, the Canada Social Transfer, Equalization and Territorial Formula Financing and Total Transfer Protection for the fiscal year 2014-15, comparing them with 2013-14 levels. The report pays special attention tothe Equalization program.
