The last decade has brought huge changes in the legal regulation of public purchasing. These changes stem from two main sources: (1) the implementation of national reform programmes in public procurement, especially in developing countries & in countries transitioning from planned to market economies, encouraged by such institutions as the World Bank & UNCITRAL, & (2) efforts to open government procurement markets to international trade through regional agreements & the World Trade Organisation.
