Abstract:

Abstract: The purpose of this study was to complete a comprehensive analysis of the Adoption and Safe Families Act (ASFA) of 1997. ASFA is the current law that legislates the child welfare system. The child welfare system interacts with families across the country on a daily basis. Investigation reports of child maltreatment, providing extensive services to families and children, and placing children in safe environments are some of the many tasks assigned to the child welfare system. Given this, it is important to have an understanding of ASFA and how it has affected families.

ASFA attempted to create safer environments for maltreated children by moving them through the foster care system as rapidly as possible and incentivizing adoptions when reunification with family was deemed not appropriate. This study utilized a qualitative design, reviewing data from primary and secondary sources that address this legislation. The outcomes, unintended consequences, and implications of ASFA were discussed to assess whether this policy met its goals and the present challenges of the child welfare system.
