Abstract:

This series provides an account of the causes and effects of a labor strike and the role of the National Guard in maintaining order. Virtually all the correspondence is addressed to Governor Wells who, as governor, was also commander-in-chief of the National Guard. The main issue in the strike was Utah Fuel Company's refusal to recognize the United Mine Workers right to represent miners.

There are frequent letters from the company and their supporting town councils opposing unionization. Daily telegrams or reports from the Guard's Brigadier General John Q. Cannon are present from his arrival on Nov. 25, 1903 to the troops return home on Jan. 24, 1904. There are some letters from miners objecting to harassment. Less frequently there are letters from the local sheriff, Italian Consul, and others. The series also includes minutes of a December meeting organized by the Governor involving all interested parties. These are accompanied by the Fuel Company's supporting documentation in the form of circular letters, pay scale listings, and telegrams between company officials recording daily events.

After the troops were sent home, trouble continued, and there are letters from the Fuel Company, the Sheriff's department, and the County Attorney pertaining to problems in Helper where they had attempted to arrest Mother Jones and other strikers for violating quarantine restrictions.

Finally there is a summary report dated January 1909 to the federal Division of Militia Affairs from the Adjutant General stating which companies had done duty in Carbon County.
