When Hitler came to power, there was going to be a big European War. There was going to be a war if France re-armed or not. If England rearmed or not, there was going to be a war. Joe is right about the four powers that wanted to upset the world order -- Germany, Japan, Italy & Russia, whose arms program was geared to race not just Germany, but the rest of Europe as well. This is because Stalin was an evil lunatic. France the England just hoped and prayed that they could keep a lid on it with minimal expenditures. Anglo-French rearmament did interact with defective intelligence estimates to shape attitudes in Paris and London about the relative balance of power, but to place that rearmament anywhere near the center of the story of the start of the Second War is intellectually dishonest. Murray's European Balance of Power is much superior.
