Issues and topics discussed in the files include public employees' collective bargaining rights; New York State Labor Relations Act covering nonprofit hospitals (1963); "model" bargaining laws; right to strike among public employees and private sector employees; guarantees of right to negotiate for public employees; impact of market forces in private sector collective bargaining; public employees' political activities; dues checkoff; certification of exclusive bargaining agents; contractual relations; limitations of the Condon-Wadlin Act; grievance procedures for public employees; and compensation for public employees.

Topics also include statutes of other states regarding public employees' collective bargaining rights; the Kheel Report of 1968 (supporting public employees' right to strike as part of "true" collective bargaining and claiming current law encourages public employees to strike); alternatives to right to strike; penalties for unions which authorize strikes; Civil Service Employees Association vs. Robert Helsby et al. (concerning appropriate bargaining unit for public employees); constitutionality of no-strike clause in Taylor Law; new militancy among public employees; "impasse" procedures; proposed amendments to Taylor Law; the Detroit Public Employee Fact Finding Board (Police Dispute Panel, 1968); and the reorganization of the "Taylor Committee" for the purpose of looking into alleged inadequacies in the original law.
