Abstract:

From the Introduction: The principal focus of the study is the role of the exchange rate in determining external balance and adjustments to external shocks. The context is specifically the Canadian economy over the last two decades, with its unique structural characteristics. These include the imporatance of regions within Canada, the large role of resource exports to the economy, and the particular role that Canada plays vis-a-vis the U.S. economy....The focus of Chapter 2 will be the major concepts economists have used to define "equilibrium exchange rates" and what they tell us about the current state of the Canadian dollar....In Chapter 3, attention shifts to the external balance. Basic theory is reviewed here, and the role of the exchange rate in determining external balance is discussed....Chapter 4 pursues a number of the recent themes regarding the short-run effects of exchange rate changes....The concluding Chapter 5 is a summary of the major results of the research...Generally, it is concluded that many of the questions raised in this chapter regarding the adverse impact on competititiveness of exchange-rate movements appear to be legitimate, and therefore policy concerns about the exchange rate are justified and deserve greater attention within the general macroeconomic policy framework.
