Abstract:

Sous la même dénomination d'exécutif régional sont rassemblées des institutions très différentes selon les États. Cette différence s'exprime tout autant dans la forme que l'exécutif régional revêt que dans l'étendue des missions qui lui sont confiées. Pourtant, dans tous les cas, cet exécutif est un organe indispensable au bon fonctionnement de la collectivité régionale en ce qu'il est, au minimum, le « pouvoir d'exécution » de la région mais plus souvent, et plus largement, le « pouvoir d'impulsion » de cette collectivité. La configuration de l'exécutif régional et l'étendue de sa mission dépendent directement du rôle que l'organisation étatique accorde à la collectivité régionale. En effet, l'appréhension du rôle de la région varie d'un État à l'autre, car il est conditionné par la forme de l'État et donc par le type de décentralisation mis en œuvre. La décentralisation choisie détermine étroitement l'organisation institutionnelle régionale. Cependant, malgré des différences, les constituants et législateurs de chaque État ont dû faire face à des dysfonctionnements des institutions régionales ou ont cherché à améliorer le fonctionnement de ces dernières. Pour ce faire, ils ont employé des moyens destinés à rationaliser cette organisation en valorisant la fonction exécutive et son représentant, favorisant ainsi la présidentialisation des institutions régionales. Certains moyens s'inspirent de ceux qui ont fait évoluer les régimes parlementaires nationaux mais d'autres évolutions sont des créations propres à la structure régionale. En tout état de cause, toutes ces évolutions tendent à valoriser le rôle de l'exécutif et permettent d'identifier un mouvement de présidentialisation.

Under the same classification of regional executive are gathered very different institutions depending on the states. This difference is expressed as much in the form that the regional executive takes, as in the extent of the missions which are entrusted to it. However, in any case, this executive is an essential element to the good performance of the regional community in as far as it is at least the “power to execute” of the area but more often and more widely the “capacity to impulse” of this community. The configuration of the regional executive and the extent of its mission depends directly on the role which the official organization grants to the regional community. Indeed, the apprehension of the role of the area varies from one State to another, because it is conditioned by the form of the state and so by the type of decentralization implemented. The selected decentralization determines the regional institutional organization strictly. However, in spite of the differences, the components and legislators of each state have had to face dysfunctions of the regional institutions or sought to improve the operation thereof. With this intention, they employed means intended to rationalize this organization by developing the executive function and its representative, so supporting the presidentialisation of the regional institutions. Certain means are often inspired by those which made national parliamentary modes evolve but other evolutions are creations inherent to the regional structure. In any event, all these evolutions tend to develop the role of the executive and make it possible to identify a movement of presidentialisation.
