Abstract:

Une relation de causalité a priori évidente entre l'effort de formation et de vulgarisation sur l'amélioration de la production et de la productivité agricole ne trouve, apparemment pas, sa vérification empirique dans les résultats obtenus dans l'agriculture algérienne. L'auteur a recherché dans un premier temps à identifier les causes de la non-realisation de cette relation en procedant à une evaluation rigoureuse des situations de l'agriculture et du systeme educatif (de 1830 a nos jours), il a ensuite tente d'evaluer l'impact de la formation sur la productivite agricole par la methode classique des regressions lineaires. Ces deux essais d'evaluation ont permis a l'auteur de synthetiser les problemes poses au developpement agricole algerien et de situer le degre de dependance de la formation-vulgarisation. La principale conclusion qui se degage de cette etude est que : la formation agricole a ete concue en vue d'un encadrement des producteurs et non pas comme un processus d'elevation de la qualification des producteurs eux-memes. De plus, de nombreuses autres deficiences (politique de prix, systemes d'approvisionnement en inputs agricoles, politique de commercialisation) ont freine l'essor de l'agriculture algerienne. L'auteur dégage enfin des propositions operationnelles et definit les bases d'une reflexion pour l'integration de la formation et la vulgarisation dans l'organisation du developpement agricole algerien.

It is assumed, and very often verified, that education, training and agricultural extension have a positive impact on agricultural production and productivity. This relation is not found in the case of algerian agriculture. The author has used multiple regression on a regional basis in order to relate agricultural output to different factors and inputs, such as land, climate, training, fertilizers, mecanization and high yielding varieties, without showing any impact of educational investment. He has tried to identify the reasons for which this relation does not exist, in particular in the price policy for agricultural goods, the institutional framework of algerian agriculture, the intensives for agricultural word versus the other sectors of the economy, the markets for agricultural inputs and its short comings and so. Finally, the author propose a number of recommandations amed at improving the efficiency of algerian agriculture thought a better integration of training and extension to production.
