Abstract:

Vol. 1 was originally published as "Le combat international pour l'émancipation des Juifs de Roumanie: Documents et témoignages. Vol. 1 (1913-1919)" (Tel Aviv: Centre Goldstein-Goren pour l'Histoire des Juifs de Roumanie, Institut de Recherche de la Diaspora, Université de Tel Aviv, 1994) - see the abstract for that entry. Vol. 2 presents 150 official documents, mostly from the French Ministry of Foreign Affairs and the Alliance Israélite Universelle, concerning the diplomatic struggle of Romanian Jews (under the leadership of Wilhelm Filderman) and international Jewish organizations for civil rights for the Romanian Jews. The introduction (pp. 9-45) traces actions taken since the signing of the Minorities Treaty (December 1919) through the interwar period, when the situation of the Jews constantly worsened. The documents show the struggle for constitutional recognition of the Jews as citizens (1923). Their situation deteriorated especially during the Goga-Cuza government (1937-38) under the influence of the Iron Guard, anti-Jewish legislation, and growing antisemitism, especially at the universities. Until 1939 the Romanian authorities supported a policy for numerus clausus and withdrew the citizenship of more than 200,000 Jews.
