Abstract:

Records of a nonpartisan nonprofit educational organization established in 1999 to interest and educate voters on the supposed benefits of replacing Minnesota's bicameral legislature with a unicameral legislature, and which was part of an effort to get a proposed constitutional amendment establishing a one-house legislature on the ballot in the November 2000 general election.

The records were kept by Charles A. ("Chuck") Slocum as the organization's general manager and include correspondence and memoranda, promotional and informational literature, agendas and minutes of meetings, clippings, bumper stickers, and an informational VHS video narrated by former Minnesota congressman Tim Penny extolling the benefits of unicameral legislatures. There is information about contributors and the organization's finances; meetings with Dean Barkley of Governor Jesse Ventura's staff; Ventura's activities in support of the unicameral initiative; opponents of the initiative; and about a related but independent group known as the Citizens Committee for Legislative Reform, which was the lobbying arm of the unicameral effort. There are some materials of predecessor organization Citizens Committee for a Single-House Legislature, which unsuccessfully pushed a unicameral initiative in the 1997-1998 legislature. Correspondents include Slocum; MSHL co-chairs George S. Pillsbury and Gene Merriam; state legislators and political operatives; Ventura administration staffers; and contributors and supporters.
