Abstract:

Abstract: The purpose of this policy analysis was to analyze the Foster Care Independence (FCIA) Act of 1999. This analysis attempted to examine the effect of long term foster care and how it impacts emancipated foster youth who transition into adulthood. The policy analysis mainly used scholarly journals and government documents to explore the policy, and the implications for social work policy. The analysis discovered that the FCIA Act is a policy that can be used as a tool to better prepare emancipating foster youth by providing them with independent living program services that empowers and enables a successful transition through receipt of daily living skills, education, and job training. However, the research also suggest that although the policy is effective, states are accountable for designing and implementing the programs, and ensuring independent living programs are accessible and available.
