From the Execuitve Summary: This is a study of how and why companies introduced human resource retrenchment programs. Equally important, however, this is an analysis of the effects of retrenchment on those firms' positioning for recovery. The study is based on extensive interviews with senior executives from a number of major companies. These executives discussed their retrenchment programs primarily as they affected non-unionized staff. Their comments are supplemented by a survey of restraint programs in 178 firms and by interviews with management consultants involved in outplacement counselling and retrenchment planning.
