Abstract:

Correspondence, reports, memos, financial and legal documents, maps, planning documents, legislation, and grant materials kept by David Flipp, Upper St. Croix River Project coordinator. The Upper St. Croix Scenic Riverway is a component of the National Wild and Scenic Rivers System and is jointly administered by the states of Minnesota and Wisconsin and the National Park Service. These files document Minnesota's role in the project to acquire and develop the Upper St. Croix River within system guidelines, which allow both limited recreational development and preservation of the area's natural scenic qualities.

Topics dealt with in the files include property acquisition, particularly a large land donation by Northern States Power Company; environmental impact statements and archaeological reports; receipt of a LAWCON (Land and Water Conservation Fund) grant for both land acquisition and development; development plans for state-controlled areas bordering the riverway lands, including the Chengwatana and St. Croix state forests and the St. Croix and St. Croix Wild River state parks; and relations with the Legislative Commission on Minnesota Resources and the Wisconsin Department of Natural Resources.
