These eminently practical men, some representing large towns and others great metropolises, listened to a host of experts recount the advantages of southern urban life--relative wealth, suburbs that were less entrenched than those in the North, rising tax revenues, the consolidation of some local governments, and downtown redevelopment. Indeed, most southern cities were not yet locked into the harsh dilemmas which haunted New York, Boston, Philadelphia, Newark, and Detroit. -- Pg. [1].
