The Standard Prequalification Document (SPD) has been prepared for use by the Bank's Borrowers and their implementing agencies in the procurement of works primarily through International Competitive Bidding (ICB), but the principles may also be applied if prequalification is needed under National Competitive Bidding (NCB). When ICB is the appropriate method for procurement, the use of the Bank's Standard Bidding Documents (SBDs) is mandatory. For large works or complex works, prequalification is usually necessary, and would be mandated in the Loan/Credit Agreement. Accordingly, the Bank's SBD for the Procurement of Works has been prepared on the basis that prequalification, in accordance with this document, will have taken place prior to bidding. The Bank has also issued an SBD for smaller contracts, for which prequalification is optional; if, however, prequalification is required, it should be carried out in accordance with this document. Annex A of this document explains the reasons for following this procedure, and discusses the advantages and disadvantages of prequalification. Annex B explains the rationale for certain clauses, and provides guidances to executing agencies and their consultants in preparing a particular prequalification questionnaire and evaluating the submissions of applicants

Between 1950 and 1990, life expectancy in developing countries increased from forty to sixty-three years with a concomitant rise in the incidence of the noncommunicable diseases of adults and the elderly. Yet there remains a huge unfinished agenda for dealing with undernutrition and the communicable childhood diseases. These developments have intensified the need for better information on the effectiveness and cost of health interventions. To assist countries to define essential health service packages, this book provides information on disease control interventions for the commonest diseases and injuries in developing countries. The decision was made to go ahead for two reasons. First, because the combined insights of economists, epidemiologists, and clinicians could give valuable guidance in the difficult choices facingdecisionmakers in developing countries, aid agencies, and the World Bank.
